Fiscal Year 2007-2008 Appropriations Bill


Bill History

This bill provides monies for the continued operation of the thirteen (13) UCSU Cost Centers.  


 

THEREFORE BE IT ENACTED

 

Section 1:

 

Title 1 -  University Memorial Center

 

Section 1:  For FY2007-08 the University Memorial Center shall be appropriated $5,192,043 from FY2007-08 Student Fees, $5,069,269 from self-generated revenue in FY2007-08, $65,400 from the General Fund, and $25,000 from the Honor Code.

 

a)      $135,786 shall be allocated for capital improvements.

 

Section 2: For FY2007-08 Night Ride shall be appropriated $114,323in Student Fees, $50,263 from the Office of the Vice Chancellor for Student Affairs, and $5,000 from Housing.

Section 3: For FY2007-08 Program Council shall be appropriated $132,000 in Student Fees, $57,769 in self-generated revenues, and $35,000 in Grants.

Title 2 -  Recreational Center

Section 1: For FY2007-08 the Student Recreation Center shall be appropriated $4,966,211 in Student Fees, 1,462,582 in self-generated revenues.

Section 2: The Legislative Council appropriates $92,000 to the Recreational Center, for the purchase of two (2) Condensate Pumps and to fund a remodeling of the skate shop, from SOR.

 

Title 3 -  Wardenburg Health Center

Section 1: For FY2007-08 Wardenburg Health Center shall be appropriated $3,750,000 in Student Fees, $2,817,339 from Sales & Services of Education Activities, $4,155,926 from Student Health Insurance Revenue, $11,793 from Affiliated User Fees, $235,372 from Self Insurance Revenue, $43,248 in Miscellaneous Revenue, $2,045 from Copy Revenue, $18,000 in Insurance Revenue, and $261,305 in Rental Revenue.

Title 4 -  Environmental Center

Section 1: For FY2007-08 the Environmental Center shall be appropriated $668,124 in Student Fees and $111,350 in self generated revenues.

Section 2: The Legislative Council appropriates $4,868 for the Environmental Justice Commission from SOR.


Title 5 -  University of Colorado Student Union

Section 1: For FY2007-08 the University of Colorado Student Union shall be appropriated $486,718 from Student Fees and $25,000 from the FY 2006-07 Fund Balance, to be appropriated as follows:

Section 2: For the FY2007-08 the Student Group Funding Board shall be appropriated $86,482.15 in Student Fees and 124,517.85 from the FY2006-07.

Section 3: For the FY2007-08 the Distinguished Speakers shall be appropriated $113,244 in Student Fees and $5,000 in FY2007-08 self-generated revenue, to be appropriated as follows:
 

a)      $2,000 in Hourly Wages

b)      $80 in Hourly Benefits

c)      $110,000 in Operations

d)      $6,164 in GAR/GIR



Title 6 -  Cultural Events Board

Section 1: For FY2007-08 the Cultural Events Board shall be appropriated $422,118 in Student Fees and $8,000 in FY2007-08 self-generated revenue, and $60,000 in additional funding sources.

a)      All CEB salaries shall be funded from the CEB appropriation; no monies shall be withdrawn from the UCSU Legislative Council Salaries line item.

Title 7 -  Student Organizations Finance Office

Section 1: For the FY2007-08 the Student Organizations Finance Office shall be appropriated

$378,092 in Student Fees, $117,000 in self-generated revenue, and $16,000 from the FY2006-07 SOFO Fund Balance.

Title 8 -  Women’s Resource Center

 

Section 1: For the FY2007-08 the Women’s Resource Center shall be appropriated $248,442 in Student Fees.

Title 9 -  Student Legal Services

Section 1: For the FY2007-08 Student Legal Services shall be appropriated $238,738 in Student Fees, $5,000 from the FY2006-07 Fund Balance, and $60,864 from self-generated  FY2007-08 revenue.

Title 10 -  Off Campus Student Services

For the FY2007-08 Off Campus Student Services shall be appropriated $245,084 in Student Fees and $27,500 in self-generated.

Title 11 -  Student Outreach & Retention Center for Equity

Section 1: For the FY2007-08 the Student Outreach and Retention Center for Equity shall be appropriated $154,666 in Student Fees.

Title 12 -  KVCU 1190

Section 1: For the FY2007-08 Radio 1190 shall be appropriated $150,585 in Student Fees.

Title 13 -  Volunteer Clearing House

Section 1: For the FY2007-08 the Volunteer Clearing House shall be appropriated $106,946 in Student Fees and $15,000 in self-generated revenue.

Title 14 -  Delegation to SOFO Director

Section 1: The Director of the Student Organization Finance Office shall have the authority to appropriate UCSU Student Fee funds on behalf of UCSU for the following:

a)      CU Police Recharges.

b)      Bad Debt Recovery.

c)      Increases in GAR/GIR as required by the University.

d)    Local Schools and Colleges as required by the UCSU Constitution.

Section 2: The Director of the Student Organization Finance Office shall report back to the Legislative Council; the total of all monies appropriated under section 1 of this title; the total student fee package for FY 2007-2008; the estimated per student UCSU fee for FY 2007-2008.

Title 15 -  Greek Organizations and Autonomy Agreement

Section 1: Legislative Intent:  It is the intent of the University of Colorado Student Union to provide advocacy, facilitate discussion, and support our members when issues of concern arise.  The UCSU formally accepts Vice Chancellor Stump’s invitation to co-facilitate a discussion between the Greek Community, the greater University Community, and University Administrators about the student experience within the Greek Community and the manner in which that positive experience may be most readily realized.  This discussion may include potential alterations to the Registered Fraternal Organization Agreement, educational and support services provided to Greek organizations, and recognition of the self-initiated improvements made by the CU Greek Community.  Additionally, the discussion surrounding fraternal organizations has served as a catalyst for a separate discussion about the 1985 autonomy agreement.  The Legislative Council acknowledges that there is a need for a continued conversation between the UCSU and the University to ensure that there is a clear understanding about the role the UCSU plays in the University Community generally and in the operation of the UCSU cost centers specifically.

Section 2: RFOA Discussion:  The Legislative Council authorizes and encourages the Executive(s) and members of the Legislative Council to participate in the discussion.  Any discussion relating to the use of a UCSU Cost Center service shall include members of the Joint Board with jurisdiction over the cost center.

Section 3: Autonomy Agreement Review:  The Executive(s) and members of the Legislative Council shall enter into a discussion with Vice Chancellor Stump and, when appropriate, Chancellor Peterson to 1) determine whether the autonomy agreement requires revision or clarification, and if so, 2) to begin the process of drafting revisions to the 1985 Autonomy Agreement.

a)      Review Board: The Legislative Council hereby establishes an Autonomy Agreement Review Board that shall consist of the Executive(s); the Legislative Council President, First Vice President, and Second Vice President.

Section 4: No officer of the UCSU may bind or otherwise commit the UCSU to a position unless that position is formally adopted through a bill or resolution by the Legislative Council and presented to the Executive(s) for their consideration.  Those persons participating in the discussions authorized by section 2 or 3 of this title shall provide regular updates to the Legislative Council.

Section 5: Appropriation:  The UCSU Proper is authorized to use up to $2500 in either its FY06-07 fund balance or SOR to fund any incidental costs associated with the implementation of this Title, including but not limited to, the use of an independent legal professional.  No monies appropriated under this section may be spent without the approval of the Executive(s) and the Legislative Council President, First Vice President, and Second Vice President.

 

 

SECTION 2: This bill shall become effective upon passage by a majority, present and voting, of the Legislative Council.
