Approval of Associated Students of Colorado Bylaws

 

                                                Bill History

 

Since the dissolution of the Colorado Student Association (CSA) in 2003, higher education has had no formal representative body on the state and federal level. In November of 2006, a working group of student leaders from universities and colleges across the state began working on the foundation of a board that would come to be known as the Associated Students of Colorado (ASC). Their first public event was a lobby day at the state capital on March 5th 2007. It has been regarded as a great success, with many believing it was the main reason for higher education receiving more money than even the governor was asking for. On April 28th, 2007, members from participating schools ratified the ASC Bylaws, officially bringing the ASC into existence. In order for each school to formally be a member, their respective student governments must also ratify the ASC Bylaws.

 

Bill Summary

 

Whereas: Higher education has suffered from not having representation on the local, state and federal level, and

 

Whereas: The main goal of the ASC is to represent all students attending higher education institutions, and

 

Whereas: Higher Education requires a much larger monetary allocation than it currently receives in order to provide a competitive and high quality education, and

 

Whereas: The University of Colorado Student Union would greatly benefit form increased communication and collaboration with Colorado’s student governments, and

 

 

Whereas: The University of Colorado at Boulder wishes to be an active member of the Associated Students of Colorado and support events and legislation contributing to the greater good of higher education, and

 

Whereas: Two representatives will need to be selected to represent the UCSU at ASC meetings, and

 

Whereas: The ASC Bylaws shall not trump any rule set forth in the University of Colorado Student Union Constitution or Bylaws

 

 

 

THEREFORE BE IT ENACTED:

 

Section 1: The University of Colorado Student Union recognizes the Associated Students of Colorado as a legitimate representative board of all students attending higher education institutions, and

 

Section 2: Legislative Bylaws Article VII, section C, subsection 2 shall have a new subsection L, titled Associated Students of Colorado. It shall read as follows:

 

l.                    Associated Students of Colorado (ASC)

a.      The Executive(s), and the Legislative Council President shall each appoint one member of the Legislative Council or Executive staff to represent UCSU at ASC meetings. These appointees shall also serve on the Legislative Affairs Commission.

b.      Both appointments shall be ratified by the Legislative Council before they may serve on the ASC board.

c.      The term of the ASC representative shall terminate at the end of the spring session annually.

d.      Once ratified, appointees must attend all ASC meetings through the duration of their term

e.      In the event that an appointment misses two or more ASC meetings without a valid reason, the Executives and/or President of Legislative Council may withdraw their appointment and appoint another with the process described above.

Section 3: The University of Colorado Student Union ratifies the ASC Bylaws as binding bylaws that will create the ASC, and

 

Section 4: This bill shall take effect upon passage by the Legislative Council and upon either obtaining the signatures of two Tri-Executives or the elapse of six days without action by the Tri-Executives.
