Recreation Center Capital Expense

During the Spring UCSU Election of 2006, the Colorado Club Crew team chose to run a referendum for funding. Previous to this, they were funded through a four year referendum that was coming to a close. The new 2006 referendum would have assigned 45 cents per student per semester for four years to the Crew team if passed.  The Crew team ran this referendum before the Student Organizations Committee (SOC) was deleted or the Student Group Funding Board (SGFB) was created and with the understanding that, if passed, the referendum would form a binding contract. This understanding was based on conversations with previous UCSU student leaders.

The Colorado Club Crew team did not receive funding from the referendum because of a policy change that occurred around the time, but before, the 2006 Spring Election. The policy change no longer allows any student group to run a binding referendum.

At the beginning of the 67th Legislative Council Session, a bill was brought to the table which would give a one time allocation to the Colorado Crew team to “correct” the lack of funding. It proposed that $25,088 be transferred to Colorado Crew from the UCSU SOR account. It passed through two readings in Legislative Council meetings, and was then vetoed by the 06-07 Tri-Execs. The subsequent attempt to override the veto was not successful.

Since these events, Colorado Crew has gone under the wing of Collegiate Club Sports and will be receiving funding as a Tier 1 team for the 07-08 year in the amount of $5,600. Club Sports bylaws have been tightened and a new understanding that Club Sports are not to approach Legislative Council or Finance Board for funding has been established.

 

Bill Summary

 

This bill is a Recreation Center Capital Expense request from the SOR account.

 

This bill will correct a mistake that UCSU student leaders made in 2006 when encouraging Club Sports teams to run referendum. This bill is not a precedent for any Student Group to approach the Legislative Council or Finance Board for one time allocations. This bill would allocate $5,600 from SOR to the Recreation Center, to be earmarked for Collegiate Club Sports to use as a capital expense for part of one rowing boat or another piece(s) of equipment approved by the Recreation Board. To be clear, this process follows SOR policy in that this money will be spent on a capital expense within a cost center and will not be used as operation costs associated with Colorado Crew. This bill in no way sets a precedent for putting individual student groups before cost centers, as the purpose of this bill is only to correct a mistake made by previous student leaders in the form of a capital expense allocation.

 

 

THEREFORE BE IT ENACTED:

 

Section 1: A one time allocation of $5,600 +GIR/GAR will be received by the Recreation Center from SOR, to be earmarked for Collegiate Club Sports to be spent as a capital expense on part of one rowing boat or another piece(s) of equipment approved by the Recreation Board.

 

Section 2: This bill in no way sets a precedent that encourages student groups to approach the Legislative Council or Finance Board with requests for one-time allocations. Its purpose is to make amends for a miscommunication made by previous UCSU Student Leaders.

 

Section 3: This bill is allocated money from the SOR account to be used as a capital expense within the Recreation Center.

 

Section 4: This bill in no way sets a precedent for putting individual student groups before cost centers.

 

Section 5: This bill shall take effect upon passage by the Legislative Council and upon either obtaining the signatures of two Tri-Executives or the elapse of six days without action by the Tri-Executives.
