In the spring of 2004, the UCSU
Tri-Executives began to question the financial viability of UMC Food Service
operations. They believed a financial review of the program was necessary to
look at the quality of the facilities and the services they provided.
After much study by the UMC, in
October of 2006, a Food Service Review Commission was created to make decisions
based on that review. Legislative
Council charged the Food Service Review Commission to study four options for
renovation. The commission discussed all four options and decided that a more
modest renovation would be a financially wise decision that would maintain UCSU
autonomy of the facilities and improve customer utilization and satisfaction. The commission dissolved in May 2007 as
student leaders graduated, and what remained was their decision based on the
data given as reflected in the Commission’s report.
Bill Summary
This bill will first and foremost
reinstate the food service commission for the purposes of presenting its report
to Legislative Council. The reinstated commission will then morph into a UMC
Food Service Feasibility Study Group and first focus primarily on a timeline to
have a new, more in-depth feasibility study that would focus on a smaller scale
renovation to the UMC Food Service, primarily the Alferd Packard Grill and
dining seating areas. The money for this new, smaller feasibility study would
be drawn from the remaining funds originally allocated for the original Food
Service Renovation feasibility study. This new study would provide the UMC Food
Service Administration the details of a renovation, which would differ from the
original study that was primarily directed at a large scale comprehensive Food
Service renovation.
THEREFORE BE IT ENACTED:
Section 1: The Food Service Commission will
herby be reinstated, with membership dictated in the original bill 65EO1, plus
additional UMC staff members.
Section 2: Leftover money originally
allocated for a UMC Food Service renovation feasibility study will be used for
an in-depth study of a smaller scale renovation.
Section 3: This bill
shall take effect upon passage by the Legislative Council and upon either
obtaining the signatures of two Tri-Executives or the elapse of six days
without action by the Tri-Executives.
Section 4: A report
shall be delivered to the Legislative Council at the conclusion of the
feasibility study.
