                                                Bill History

Over the course of the 67th and 68th sessions, UCSU and specifically the Legislative Council have focused their attention on bringing our daily tasks up to speed with new technologies. These actions have primarily been in the interest of the preserving our environment via saving paper.

The Legislative Council currently uses paper copies of agendas, minutes, bills, resolutions, and budgets. In total we see tens of thousands of copies over the course of a year, used for one meeting and then either recycled or thrown away. When considering that the University of Colorado is one of the most environmentally aware universities in the United States, our daily business seems backward.

Bill Summary

This bill will mandate that all agendas, minutes, bills, resolutions and budgets be distributed digitally via e-mail. Paper copies of agendas, minutes, bills, resolutions and budgets will be brought in limited quantity to all scheduled official meetings by the Legislative Council President for those that have no computer access during meetings and for the public. Additionally, a projected agenda will be required for all official meetings. An official paper copy of all agendas, minutes, bills, resolutions and budgets will be maintained in the UCSU office.

Whereas: Paper copies cost the students thousands of dollars every year; and

Whereas: Using paper copies for only one meeting is a waste of resources and electricity that will only hurt the University’s goal of carbon neutrality; and

Whereas: Digital copies of materials can be used more efficiently than hard copies.

THEREFORE BE IT ENACTED:

Section 1: The University of Colorado Student Union Legislative Council will no longer use paper copies of agendas, minutes, bills, resolutions, and budgets at any scheduled official meetings.

Section 2: The President of Legislative Council shall be responsible for providing a limited number of copies to all meetings if it is believed they are necessary.

Section 3: This bill shall take effect upon passage by the Legislative Council and upon either obtaining the signatures of two Tri-Executives or the elapse of six days without action by the Tri-Executives.
