In October of 2007, upon request by the Regents of CU, an internal audit of CEB was conducted.  The review was performed to address concerns raised at a Board of Regents meeting about the decision making process used to fund speakers and whether diversity goals were being met.  Funding procedures were reviewed for compliance with University policies, UCSU polices, and oversight of large expenditures. 

Bill Summary

The internal auditors reviewed how UCSU funds speakers through CEB and DSB and also looked at the funding procedures practiced by other UCSU constituencies such as Legislative Council.  This included determining whether the processes met University guidelines, and a review of documentation to determine the adequacy of oversight of expenditures.   The review involved assessing both funded and unfunded requests.   In general the audit found that UCSU’s governing documents are in compliance with University requirements for purchasing and that oversight of monies is provided by SOFO.  The audit did not deem additional approval for large proposals or expenditures to be necessary at this time.  However the audit did recommend that in addition to documenting requests that are approved, there be documentation, other than minutes from meetings, about why a group or proposal might not be funded. 

THEREFORE, BE IT ENACTED, by the Legislative Council of the University of Colorado Student Union, THAT:

 

Section I:  UCSU will provide additional documentation for denial of funding requests by revising the allocation form used by CCS and Representative Council, to include a section for reasons for denial of funding.  (See appendix A Revised Allocation Notice);

 

Section II:  The revised Allocation Notice will now be used by local governments as well as UCSU legislative bodies and any other UCSU funding sources such as advisory boards, with the exception of CEB;

 

Section III:  The CEB Funding Notice will be revised to include a section for reasons for denial of funding.  (See appendix B Revised CEB Funding Notice);

 

Section IV:  The SGFB Budget which lists all allocations made by the SGFB within a fiscal year, and is submitted to Legislative Council for approval,  will in addition contain a list of student groups denied funding along with the reasons for denial;

 

Section V:  This bill takes effect upon passage by the Legislative Council and upon obtaining the signatures of the Legislative Council President and Tri-executives.
