History
Last Legislative Session, a bill was written and passed for UCSU to support compost and reusable products for all events funded on student fees. Before the passage of this bill, the default products for food-funded events were waste products such as plastic, styrofoam and paper. Consequently, our campus was creating a lot of waste that was being deposited in landfills within the state. Waste policies for our campus are also very expensive because every time the trash is pulled, the cost is $300, where the cost of a bin pull for compost is $25.
As outlined in the Waste Reduction Bill passed in the 68th Legislative Session, new policies must be adopted within UMC Food Services and Catering to comply with the goals of the bill. Also according to the bill, waste should no longer be an option for student fee funded events so there must be a transition process with Food Services, Student Organization Finance Office to accommodate these events by Fall 2008. This bill establishes a temporary committee to begin the process outlined in the Waste Reduction Bill. The Event Planning packet must be updated and arrangements between Food Services and SOFO must be made to deal with the increased cost of these new waste reduction events.

Bill
Summary
This bill creates a temporary committee to bring all necessary parties to compliance with the goals and mandates set forth in the Waste Reduction Bill passed in the 68th Legislative Session.

THEREFORE BE IT ENACTED:
Section 1: A committee shall be established of the following members or a designated representative of either a student, faculty or staff member in their place:
1) Associate Director of UMC Operations & Services
2) Director of Student Organization Finance Office
3) Food Services Director
4) Facilities Management
5) Housing & Dining Services
6) Environmental Center
7) Representative from the UMC Board
8) Representative from Cultural Events Board
9) Representative at Large
10) Senator from the Council of Colleges and Schools
Section 2: The UCSU Chief of Staff shall chair this committee.
Section 3: The goals of the committee are:
1) To establish a process between Food Services & Event Planning to ensure compliance with the Waste Reduction Bill for student groups, cost centers, and other events funded by student fees.
2) To establish a process with the Student Organizations Finance Office to ensure the earmark established by the bill is utilized for events so student-fee funded events are not burdened by the increased cost.
3) To establish how compostable products will be readily available to student groups, cost centers and others included in this bill by creating an ordering and purchasing system between different university departments.
4) To address any other concerns that may come from the transition set forth in the Waste Reduction Bill.
Section 4: This bill shall take effect upon passage by the Legislative Council and upon obtaining the signatures of two Tri-Executives or the elapse of six days without action by the Tri-Executives.
Section 5: A report shall be delivered to the Legislative Council before Fall 2008 to present the new transition process.
