Transfer of Legislative Council Payroll Funds to Executive Staff Payroll

Bill History

            In FY 06-07, the administration in office proposed a 0% flat budget for UCSU proper and many other cost centers. The Executive Staff budget for that year was $131,427. As a result of the budgeting process, the FY07-08 payroll was reduced to $86,026, or roughly half of the previous year’s budget, which included $24,199 from the UCSU fund balance. Payroll allocations have been over $105,000 since FY04-05, and over $86,000 for many years prior. During FY07-08, because of the importance placed on the Executive Staff to carry out the mission and goals of UCSU and the Tri-Executives, the total amount spent will equal roughly $155,000. Moreover, the former UCSU Finance Director was working off numbers that did not indicate the budgeted deficit spending of the fund balance, and was under the impression that total student fee allocations were $86,026 for payroll, whereas the actual amount was $61,827 with $24,199 earmarked to spend down the fund balance. This led to less strict oversight of maximum working hours and, consequently, to increased spending of the present fund balance.

            The projected Executive Staff payroll deficit for FY 07-08 will be $65,000. This bill requests that $20,000 be transferred from the surplus of the Legislative Council Payroll budget to absorb a portion of the Executive Staff Payroll deficit, with the understanding that the UCSU Executive will be making a SOR request to Finance Board to accommodate FY08-09 payroll needs.

 

Bill Summary

 

             Requests a transfer in the amount of $20,000 from Legislative Council payroll funds to the Executive Staff Account for Executive Payroll shortfalls.

 

 

WHEREAS the Executive Staff is central to achieving UCSU’s mission and goals, and

 

WHEREAS fair and full compensation for the 18 key Executive Staff members is vital to serving CU students, student groups, and cost centers, and

 

WHEREAS the Legislative Council has not used the entirety of its payroll budget and it is logical to use those funds for similar purposes, and

 

WHEREAS the FY 07-08 Executive Staff payroll budget was unrealistically under-projected during the spring 2007 budget cycle, and

 

WHEREAS transferring Legislative Council payroll funds will reduce the amount of the request for SOR monies, leaving those funds to be distributed to other vital requests.

 

THEREFORE BE IT ENACTED:

 

Section 1: This bill authorizes the transfer of $20,000 from account number 12028619 to 12016931.

 

SECTION 2:  This bill takes effect upon passage upon passage by the Legislative council and upon either obtaining the signatures of two Tri-executives or the elapse of six days without action by the Tri-executives.
