A Bill to require all ATM compliance with ADA Requirements
Bill History
The University of Colorado’s campus provides a great many services to a great number of people. As our campus continues to expand, there are more and more students who identify as members of the disabilities community. These students often are not able to do some of the things that most students take for granted. Recently, students with visual impairments have found it necessary to leave campus to find an accessible ATM because the ATM’s on campus do not offer any kind of audio. ADA guidelines state that ATM’s shall be independently usable. Currently, ATM’s on campus meet all other ADA guidelines. This Bill urges the university to critically examine its commitment to universal accessibility and to make the campus as inclusive as possible for CU community members of all abilities.
Bill Summary
This bill will require all ATMs in and around UCSU cost centers to be ADA compliant and accessible for all users.
This bill also urges the campus to require all new contracts for ATM’s to include clauses for ADA compliance and accessibility.
THEREFORE BE IT ENACTED:
SECTION 1: Creates a requirement for all future ATM building contracts with UCSU cost centers to include ADA compliance and the inclusion of the following features or equivalents:
1. Digitized audio lead-through, which lets banks personalize greetings and instructions for the visually impaired;
2. 3.5mm size headphone jack
3. Automatic deposit and ejection of all media, including deposit envelopes and account statements, within ADA-specified reach ranges
4. Braille instructions located on ATM keypad
SECTION 2: All ATM’s shall be independently usable by any person. Independent usability shall be defined by the ATM user and shall not be subject necessarily to specificity of ADA guidelines.
SECTION 3: Requires that all current contracts shall be notified of the ADA requirements and ATM standards by UCSU and be advised that contracts will not be renewed or extended without the requirements in SECTION 1.
SECTION 4: Current contractual partners are also urged to repair and/or replace ATMs that are currently in use by the start of the 2009-2010 academic year.
Section 5: Upon passage of this bill copies shall be distributed to the
Director of the UMC, Rec Center, and Wardenburg, all campus building proctors,
deans of each University of Colorado at Boulder School and the Chancellor.
SECTION 6: UCSU shall review all Cost Center ATM contracts in accordance with this document six months and one year after the final passage of this bill to ensure compliance..
SECTION 7: This bill takes effect upon passage by Legislative Council and upon obtaining the signature of the Legislative Council President and the Tri-executives.
