Bill History

As a specification of the Council of Colleges and Schools by-laws and a mandate within the Legislative Council by-laws, each University of Colorado-Boulder college and school should have legislative representation in the form of one or two senators.  Whereas there currently is neither an internal student government for the School of Education nor a senatorial representative for the school, Legislative Council must act to institute both.

The predicament presented by the current lack of representation for the School of Education lies in the fact that without an internal student government, there can be no elected representative for the school and with no representative to initiate the development of the internal student government, there can be no internal government.  This catch-22 requires the intervention of Legislative Council to resolve the perpetuation of this fault.

This bill grants Will Krebs the position of Senator for the School of Education under the stipulation that he would work with the School of Education’s administrators and fellow UCSU staff to craft and develop an internal student government for the School of Education.  Mr. Krebs’s primary role will be to serve as a senator for the school and to spearhead the creation of the internal student government for the School of Education.

Bill Summary

This bill ratifies Will Krebs to a limited term as the sole UCSU School of Education Senator contingent upon his acceptance of using his position to develop an internal and self-sustaining student government for the School of Education and his acceptance to fulfill the obligations required of a voting member of Legislative Council.

BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT:

Section 1:  The ratification of Will Krebs as the official and undisputed Senator for the School of Education will be implemented by a simple majority vote of Legislative Council.

Section 2:  Mr. Krebs’s term is limited to the last day of October, 2010 and may be ceased prematurely at the discretion of the Legislative Council when a clear preponderance of the evidence indicates that he is failing to fulfill the obligated duties assigned to him.

Section 3:  Mr. Krebs must uphold all of the responsibilities and duties required of a Senator and member of both the Council of Colleges and Schools and Legislative Council.

Section 4:  Mr. Krebs must work to the best of his abilities towards the establishment of a fully functioning and self-sustaining internal student government for the School of Education at the University of Colorado-Boulder.

Section 5:  Mr. Krebs has all of the rights, privileges, and amenities granted to him as are granted to all permanent voting members of Legislative Council and the Council of Colleges and Schools, including, but not limited to, the right to vote on all matters brought before the Council of Colleges and Schools and Legislative Council.

Section 6:  Upon the accomplishment of his objectives and the completion of his term, Mr. Krebs has the privilege to be reelected solely by a body of his peers within the School of Education student government in such a manner as is determined by such student government.

Section 7:  Mr. Krebs must provide an update to the Legislative Council at the first meeting of every month until the end of his term in order to present information in regards to the progress of his development of the internal School of Education student government.

Section 8: This Bill takes effect upon final passage and upon obtaining the signatures of the UCSU Legislative Council President and Tri-Executives.
