Bill History
The UCSU Constitution has a relatively loose
interpretation as to how the Executive Branch should be formed and operated.
While the day-to-day tasks performed by Executive Staff do not require
stringent structure, the guidelines pertaining to the formation of the
Executive Office do. The most popular form of Executive structure thus far has
been the Tri-Executive model. The position of Executive is time-consuming and
therefore functions best when managed by three executives. However, without any
guidelines as to how the Tri-Executive model should function, this institution
suffers a number of problems.
This bill is written to structure the Tri-Executive
model to make it not only more efficient, but foremost to allow the student
body to gain a better understanding of our government by way of a recognizable
structure and head of government. This bill will require that the Tri-Executive
model formulate three executive positions that hold separate titles. The first
shall be the President of the University of Colorado Student Union. The second
shall be the Vice President of Internal Affairs of the University of Colorado
Student Union. The third shall be the Vice President of External Affairs of the
University of Colorado Student Union.
The goal of requiring the Tri-Executive model to have
these separate titles is not to firmly dictate the roles and
work that each Executive fills. Instead, this change will allow the student
body, administration, media, and surrounding community to have a recognizable
governmental structure. This bill will ensure that the President is responsible
for the release and presentation of vital and pertinent information to both the
student body and media. Allowing the student body to recognize this institution
as having a President makes it much more recognizable and approachable. Furthermore,
though the titles roughly pertain to the type of issues that the title-holding
Executive handles, there is still much room for flexibility in duties. This
bill shall not attempt to amend voting power or give increased decision-making influence
to any of the Tri-Executives. This bill is foremost devoted to creating a
recognizable structure of government for the student body we represent. This is
an important step in helping to create a positive and recognizable image for
our student government.

Bill Summary
This bill will add an amendment to Article II section
A and Article III section D of the bylaws for the UCSU Executive Branch. The
amendment to Article II section A shall state the required titles that must be
held by the Executives in a Tri-Executive model of government. The amendment to
Article III section D of the Bylaws shall specify the duties of the President.

THEREFORE BE IT ENACTED by the Legislative Council of
the University of Colorado Student Union, THAT,
Section 1: Article II section B 1. of the Bylaws for the UCSU Executive Branch shall read: Should executives take office under the tri-executive model the title of President must be held by one executive, the title of Vice President of Internal Affairs must be held by one executive, and the title of Vice President of External Affairs must be held by one executive.
Section 2: This bill shall take effect upon passage by the Legislative Council and upon either obtaining the signatures of two Tri-Executives or the lapse of six days without action by the Tri-Executives.
