of Executive Bylaws to Ensure Continuity within the Executive Branch

Bill History
In the current Bylaws for the UCSU Executive Branch, there is no mandate for training for incoming Executives. It is essential that our incoming Executives be well-informed and adequately prepared prior to assuming their positions in office to promote continuity and to encourage a stable transition into the following academic year under new leadership. It is also important for the outgoing Executives to understand the importance of sharing this knowledge, experience, and networks. Many administrators, community leaders and student leaders expect a smooth transition in student leadership as their projects and programs are continual.
Incoming Tri-Executives must have an extensive knowledge of UCSU — both its inner workings and external influence. Furthermore, Tri-Executives should be well-prepared for their obligations in office and responsibilities to the student body. The amendment to the bill will establish a mandatory transition period following elections, wherein incumbents will accompany the current Executives in their daily proceedings. The newly elected Tri-Executives will be better prepared for their positions in office, and have the knowledge necessary to commence their duties.

Bill Summary
This bill will amend Article I of the UCSU Executive
Branch Bylaws by adding section C. It shall also add an addendum explaining
section C. Amendment C will create a shadowing period for incoming
Tri-Executives to work with the previous Tri-Executives from the time of their
election into office until they officially assume control of the Executive
Branch.

THEREFORE BE IT ENACTED by the Legislative Council of
the University of Colorado Student Union, THAT,
Section 1: Article I Section C of the Bylaws for the UCSU Executive Branch shall read: The newly elected Executive(s) shall shadow the incumbent Executive(s) from the time their certificate of election is delivered until they assume office.
Section 2: Article I Section C 1. of the Bylaws for the UCSU Executive Branch shall read: The incumbent Executive(s) may formulate the shadowing period as they see fit, so long as they ensure that knowledge for the continuation of vital information and procedures is passed to the incoming administration.
Section 3: This bill shall take
effect upon passage by the Legislative Council and upon either obtaining the signatures
of two Tri-Executives or the lapse of six days without action by the
Tri-Executives.
