A Bill to Change the Name of UCSU to CUSG

 

Bill History

            The University of Colorado Student Union is the student government for the University of Colorado at Boulder. The organization represents over 30,000 students and manages a budget of $36.3 million for its cost centers. With such responsibility, it is important that the organization is recognized as the official student government for the University.

            Lack of recognition of UCSU as the student government can impact the turnout in elections and can also disconnect students from student-fee funded sources and the control and management of the student government. After the passage of many election code reform bills, a committee gathered to discuss a name change for the organization that resonated with students. After much discussion, the committee decided that the official name change for UCSU would be the University of Colorado Student Government, or CUSG.

            With a new name, it is also important to brand the name to develop an identity for CUSG. The committee decided that money should be built into the bill and that new advertising would include more advertising in Cost Centers, new banners to hang at events, and other additional advertising costs of such a change. The committee wanted to ensure that no costs were passed onto the Cost Centers. In this regard, the Cost Centers will phase out the UCSU logo, and phase in the new CUSG information on their print and electronic advertising. This bill is intended to improve the connection between students and the student government. It is also intended to ensure that students are associating the Cost Centers and other CUSG services they are accessing are a part of their student fees, while at the same time recognizing that their student fees are controlled by the student government.

 

 

Bill Summary

            This bill recognizes the University of Colorado Student Government, CUSG, as the official student government of the University of Colorado at Boulder. The bill also includes the responsibility the organization has to pay for new marketing and advertising costs to brand the name change. CUSG will pay for these changes and be responsible for implementing the marketing, while the responsibility of the Cost Centers will be to phase in the name change into their print and online marketing. This should also include advertising CUSG’s sponsorship at all CUSG sponsored events.

THEREFORE BE IT ENACTED:

 

Section 1: The University of Colorado Student Government, CUSG, shall be recognized as the official student government for the University of Colorado at Boulder.

 

Section 2: The Executive Branch shall implement an advertising and marketing plan for the CUSG. This plan shall include, but is not limited to, signage in the University Memorial Center, Recreation Center and Wardenburg Health Center. Additionally, signage shall be placed in CUSG’s individual Cost Centers to acknowledge the Cost Center as a service of CUSG. Included in this plan shall be developing logos, banners and marketing materials for CUSG’s Representative Council and Council of Colleges & Schools.

 

Section 3: All costs shall be incurred by the CUSG Fund Balance, and incur no cost to the CUSG Cost Centers.

 

Section 4: The University of Colorado Student Government shall submit electronic versions of the CUSG logo to all Cost Centers to be used in Cost Center marketing.

 

Section 5: Cost Centers shall phase out the current “UCSU” information and phase in the new CUSG information on their marketing materials. These materials include, but are not limited to, electronic and print marketing. The Cost Center shall use the remainder of their materials with the “UCSU” information and include the new “CUSG” information in the re-print of their marketing materials.

 

Section 6: All events supported by CUSG money shall display the new CUSG banner at their event to ensure CUSG recognition and sponsorship. Additionally, CUSG’s Representative Council and Council of Colleges and Schools banners must also be displayed at these sponsored events.

 

Section 7: As an amendment to the Constitution, the name change shall appear on the Spring 2010 ballot as a referenda question to the student body. The change shall appear under Article I, Section A and, on the ballot, shall read  Shall the official student government at the University of Colorado at Boulder be the University of Colorado Student Government (CUSG)?”

 

Section 8: All student government bylaws, codes, rules and regulations documentation shall alter any wording from University of Colorado Student Union to University of Colorado Student Government. All uses of the UCSU acronym shall be replaced in these documents with CUSG.

 

Section 9: This bill shall take effect upon passage by the Legislative Council and upon either obtaining the signatures of two Tri-Executives or the elapse of six days without actions by the Tri-Executives.
