A Bill to Put a Referendum on the
Spring 2010 Ballot Concerning a Tobacco Ban on the CU
Boulder Campus
Bill History
The
University of Colorado at Boulder administration has been pursuing the
possibility of instituting a non-enforced ban of tobacco products on the
campus. Although non-enforced, this ban would have impact throughout the
campus. This action by the administration would target a specific group of
students, staff and faculty on campus and effectively declare a value statement
about the use of tobacco products among CU-Boulder students, staff and faculty.
Furthermore, if the ban passes with minimal student input, there could be
unaddressed issues while creating an environment of tobacco users versus
non-tobacco users.
For the purpose of this bill, there will be a
referendum on the Spring 2010 ballot to give our student population input and
reference for the pursance of this policy by the
CU-Boulder Administration It is important for the University of Colorado
Student Government to gather feedback on the issue from students as it
continues to engage with the campus administration about the impacts and intent
of such a policy.
Bill Summary
This bill will place a referendum on the Spring
2010 ballot to survey the student population about a non-enforced tobacco ban
on the University of Colorado at Boulder campus.
THEREFORE BE IT ENACTED:
Section
1: By order of the CUSG
Legislative Council and CUSG Executives the Spring
2010 Election Ballot shall include a referendum that reads: “Are you in support
of the University of Colorado at Boulder instituting a non-enforced ban of
tobacco products on the University of Colorado at Boulder
campus?”
Section
2: This bill shall take effect upon passage by the Legislative
Council and upon either obtaining the signatures of two Tri-Executives or the
elapse of six days without actions by the Tri-Executives.
