A Bill to Create the Safety Buffs Coalition
Bill History
After the first running of the CU
safety survey it became obvious that an increase in student input on the safety
at the CU campus was needed. The issues brought up by students taking the
survey also showed that many students knew very little about the safety
initiatives that CUSG and the school had put forward.
The Safety Initiatives Coalition
which is chaired by a Tri- Executive and has representation from both the
executive branch and legislative branch of CUSG has also through time been
looking for a larger grasp on the student perspective on safety. It is a group
of safety professionals from across the university that often times don’t get
the student input needed to ensure they are address
problems relevant to CU.
With this in mind it seemed that a
coalition with students at large would be vital to increasing awareness of
safety issues at the university and what is being done to address them.
Bill Summary
This bill will create the Safety
Buffs Coalition and its governing bylaws. This coalition will be charged with
the responsibility to build a coalition of students that are representative of
the University of Colorado population. These members will become highly
educated in safety issues and initiatives within the community. This coalition
is to use the connection it has with higher safety authorities to ensure that
the student voice is leading every safety conversation across the campus.
Finally, raise awareness and promote safe lifestyles across the campus.
Setting up a coalition to take on these responsibilities will result in more collaboration and involvement between students at large, student groups and the University of Colorado Student Government in the responsibility for providing the campus with a more in-depth view of what is being done to protect their safety and creating a platform for students to voice their concerns on that topic of safety.
THEREFORE BE IT ENACTED:
SECTION 1: This bill creates Safety Buffs and the bylaws that will govern the coalition that will report to legislative council
SECTION 2: The Officers of the
coalition shall be ratified by Legislative Council and will be composed in the
following manner:
1. One (1) member of Representative Council to be appointed by the Representative Council Chair.
2.
The CUSG Health and Safety Director
3. The CUSG Neighborhood/ City Relations Director
4.
At least One (1) CUSG member from the United Government of Graduate
Students appointed by the President of UGGS
5. At least One (1) CUSG member of the Council
of Colleges and Schools appointed by the Chair of Council of College and
Schools
6. Up to twenty (20) students-at-large. These
students are to be appointed by the Health and Safety Director and ratified by
the Legislative Council.
SECTION 3: The Senior Chair and Junior Chair of the Coalition shall be a student-at-large selected by majority vote within the Safety Buffs Coalition and ratified by Legislative Council.
SECTION 4: The governing
bylaws of the Safety Buffs Coalition will be as follows…
1. Meetings
shall be-held no less than bi-weekly
2. Meetings
shall be called by the senior chair or the Health and Safety director, who must
ensure that all members are notified. Special meetings may be held; all members
(and the public) must be notified of all meetings at least twenty-four (24)
hours in advance.
3. If a member
of the Coalition misses more than three meetings per semester without an
excuse, she/he shall be subject to removal by the senior chair: and excused
absence must be approved by the senior chair prior to a meeting or by the
coalition after or in cases of dispute. The appointing body shall be notified
by the senior chair to fill any vacancies.
4. A member
shall notify the coalition of her/his intent to resign from the coalition at
least two weeks prior to her/his resignation. Transition and replacement shall
begin immediately upon said notification.
5. All Safety Buff Coalition appointments shall
last no longer than one (1) year.
6. The mission
of the Safety Buffs Coalition shall be to build a coalition of students that
are highly representative of the University of Colorado population. These
members will become highly educated in safety issues and initiatives within the
community. This coalition is to use the connection it has with higher safety
authorities to ensure that the student voice is leading every safety
conversation across the campus. Finally, raise awareness and promote safe
lifestyles across the campus.
7. Safety Buffs
Coalition will be responsible for hold at a minimum of one (1) campus wide
safety promotions event per semester. The committee will also be responsible
for ensure that there is a monthly safety presentation to the coalition from
offices across campus focused on safety. They will also be charged with helping
to promote the campus wide safety survey and using the results to inform their
decision making.
SECTION 5: The Senior Chair of the Coalition shall give a formal presentation regarding the work of the Coalition on campus to the Legislative Council once a semester.
SECTION 6: CUSG Legislative and
Executive staff will support the Safety Buffs Coalition to the fullest of its
capabilities.
SECTION 7: This bill takes effect upon passage by Legislative Council and upon obtaining the signature of the Legislative Council President and the Tri-executives.
